Update supported ESR version (#9954) 
* Update supported ESR version to v11.7.0

* Fix stale hardcoded version in global_event_handler test

Derive the "meets minimum requirement" test version from FULL_VERSION
so it doesn't go stale on the next minimum-version bump.
