validate and throttle peer reactions in LiveKit calls (#10293) 
- drop reactions with a malformed emoji payload
- use the receiver's clock for the reaction timestamp
- drop reactions from the same session within 200ms (considered safe to discard non user posted reactions)
- guard userReacted against a missing emoji name
